What is Who's Responding?

Beyond emergency alerting, the app serves as a daily operations hub: a scheduled events calendar with attendance tracking and reminders; availability scheduling with live in/out-of-service status and shift visibility; an announcement newsfeed that replaces mass email; a searchable SOG/SOP (standards and guidelines) policy library; preplan and digital file access; and radio playback for reviewing captured traffic. Fire departments can additionally pair Who's Responding with BurnPermits.com, a companion Fluent IMS service, to see active burn permits in their district and reduce false alarm responses.

Non-smartphone support

Members without smartphones receive automated outbound phone calls and SMS text alerts, and can mark themselves as responding through a toll-free call-in number — so they appear on the same live response board as app users.

Web dashboard and control panel

A web-based dashboard displays live responder status, GPS positions and incident details — commonly shown on TVs in stations and EOCs. The web-based dispatch control panel lets dispatchers or authorized members send alerts manually from any browser.

Dispatch integration

Four integration methods: (1) Analog radio paging — Fluent IMS ships a pre-configured computer and radio receiver that capture two-tone pager activations; members are alerted within seconds and receive the dispatch audio as an MP3. (2) Digital radio — the same hardware captures and decodes P25 and NXDN digital pages. (3) CAD email relay — automated emails from a dispatch centre are relayed to all member devices, often up to a minute before pagers finish triggering, with incidents plotted on the map automatically. (4) Web-based dispatch control panel for manual alerting. The customer provides only power and a high-speed internet connection; Fluent IMS provides all hardware and replaces it free if it fails. Unlimited tones are supported.
